What are Toronto's Business Improvement Areas (BIAs)?

A Business Improvement Area (BIA) is made up of commercial and industrial property owners and their non-residential tenants who join together under a volunteer Board of Management (BIA Board) to carry out improvements and promote economic development within their designated area.

The Bloor West Village BIA was the first ever BIA (in the world!), and was formally established as part of the BIAs legislation that's mentioned in the Ontario Municipal Act (see sections 204 to 215 of the act).

Administration and strategic management of a BIA is the responsibility of the BIA Board. Among their responsibilities, BIA Boards: (i) oversee the improvement, beautification and maintenance of municipally-owned land, buildings and structures in the business improvement area; (ii) promote the business improvement area as a business, employment, tourist or shopping area; (iii) undertake safety, security and crime-prevention initiatives; (iv) prepare strategic plans to address BIA issues; (v) advocate on behalf of the interests of the BIA, subject to certain limits contained in Toronto Municipal Code, Chapter 19, Business Improvement Areas.

The financing of BIA operating budgets is raised by a special property tax levy on the commercial and industrial properties within the BIA boundary. The City funds a portion of capital projects undertaken by BIAs for streetscaping under the BIA Capital Cost-Sharing Program, an incentive program offered to the City’s BIAs that leverages investments from BIAs to improve, beautify, enhance and brand Toronto’s unique neighbourhoods. There are currently over 80 BIAs in the City of Toronto, and they work in partnership with the City to enhance and promote business areas as safe, vibrant places to do business, unique destinations for tourists and focal points for neighbourhood activity. Toronto has the largest number of BIAs of any urban centre in the world, representing 45,000 members. - Albion Islington Square BIA (map) is located along Albion Road from Lund Avenue to west of John Grubb Court, and along Islington Avenue from north of Sandhill Drive to just south of Wardlaw Crescent. Established in 2006, our BIA is home to a diverse range of South Asian, Caribbean, African, and South American restaurants and clothing stores along with experienced salons specializing in a range of services. The Albion and Islington BIA has worked to beautify the area by commissioning two murals created with a grant from the City of Toronto’s Mural Street Art Program.

Baby Point Gates BIA (map) takes its name from the historic stone gates located at the intersection of Jane and Annette streets. The BIA extends along Jane Street from Lessard Avenue to Montye Avenue, and runs along Annette Street from Jane Street to Windermere Avenue. Established in 2010, the BIA includes restaurants and cafes, retail shops, professional service providers, and health and wellness practitioners. The BIA organizes the annual Charity Strawberry Festival in support of SickKids. Baby Point Gates BIA has worked to beautify the area by commissioning murals created with a grant from the City of Toronto’s Mural Street Art Program.

Bayview Leaside BIA (map) is located on Bayview Avenue and extends from Davisville Avenue to Soudan Avenue. The Bayview Leaside BIA is a traditional main street and home to an impressive collection of independent retail, food and personal service businesses. Each year it hosts the Sidewalk Sensation event in June, Apple Fest in October and a Holiday Celebration in December.

Bloor Annex BIA (map) is located on Bloor Street West between Madison Avenue and Bathurst Street. Established in 1995, the BIA is made up of an eclectic mix of retail, entertainment, wellness services, restaurants, and bars. A recent greening initiative has added five parkettes and new trees along the sidewalks.

Bloor by the Park BIA (map) is located along Bloor Street West between Dundas Street West and Keele Street. Established in 1987, the BIA is named after its adjacent Toronto landmark, High Park. This main street BIA is made up of specialty retailers, restaurants & pubs, fruit/vegetable and floral vendors, health & wellness providers, a museum, and various other service-providing businesses. Throughout the year, the BIA’s sidewalks are lined with plush trees and cascading floral arrangements to mirror the beauty of High Park. The area is the site of a restored mural by artists Rob and Tommy Matejka. Created with the support of the City’s StreetARToronto (StART) program, the mural is located beneath the Bloor and Keele Street underpass.

Bloor West Village BIA (map) is located on Bloor Street West and extends from Glendonwynne Road to South Kingsway. The BIA is largely made up of retail shops and restaurants, including bakeries, delicatessens, tea rooms and coffee shops. The BIA organizes the Bloor West Street Fest and is home to the annual Ukrainian Festival featuring food and performances by dancers and musicians.

Bloor-Yorkville BIA (map) encompasses several city blocks in an area generally bounded by Avenue Road in the west, Scollard Street and Davenport Road in the north, St. Paul’s Square and Church Street in the east, and Charles Street East and St. Mary’s Street along its southern boundary. The BIA includes designer boutiques, restaurants, hotels, galleries, spas and health care providers, and other service-providing businesses – more than 700 businesses in total. The BIA organizes the annual Icefest in February, which features live music, artisan markets and activities. The Bloor-Yorkville BIA invested more than $20 million to improve the streetscape along Bloor Street – planting trees, widening sidewalks to make them more pedestrian-friendly, installing granite benches and seasonal flowerbeds, and upgrading the street lighting.

Bloorcourt Village BIA (map) is located along Bloor Street West from Montrose Avenue to Dufferin Street. Established in 1979, the BIA is made up of retail stores – including one of the largest musical instrument stores in the city – restaurants and cafes, sports bars, galleries, and a range of service-providing businesses. The BIA organizes the annual Bloorcourt Arts and Crafts Fair in August, which includes live entertainment, street-side patios, arts and crafts vendors, and children’s activities.The Bloorcourt Village BIA has undertaken streetscape improvement projects through 50/50 cost-sharing agreements with the City of Toronto, upgrading roadways and sidewalks, and installing bike parking, planters and seating.

Chinatown BIA (map) is located along Spadina Avenue from Sullivan Street to College Street, and along Dundas Street West from Beverley Street to Augusta Avenue. The BIA is made up largely of retail stores – from small storefronts to those located in one of the two shopping malls that cater to Toronto’s Chinese-Canadian communities – as well as restaurants and various service-providing businesses.

Corso Italia BIA (map) is located along St. Clair Avenue West from Westmount Avenue to just west of Landsdowne Avenue. Established in 1983, the BIA is made up of retail stores – which make up almost 40 per cent of businesses in the area – as well as restaurants and cafes and various service-providing businesses. The BIA hosts the annual  Corso Italia Family Festa, film screenings and other community events.

Crossroads of the Danforth BIA (map) is located along Danforth Avenue from Victoria Park Avenue to east of Scotia Avenue. Established in 2008, the BIA is largely made up of service-providing businesses and retail stores, as well food services establishments. The BIA organizes and hosts the annual Wheels on the Danforth event featuring vintage automobiles, and the Light Up the Crossroads tree-lighting ceremony.

Danforth Mosaic BIA (map) is located along a 3-km stretch of Danforth Avenue from Jones Avenue in the west to Westlake Avenue in the east. The BIA is largely made up of retail stores, restaurants and food shops, as well as various service-providing businesses – representing more than 500 businesses in total.

Danforth Village BIA (map) is located along Danforth Avenue from Westlake Avenue to Victoria Park Avenue. Established in 2006, the BIA is largely a retail district made up of chain stores as well as smaller street-front businesses, including specialty food shops, pubs and restaurants – more than 200 businesses in total. The BIA hosts an annual spring flower show that attracts thousands of visitors.

- Dovercourt Village BIA (map) is mainly located along Dovercourt Road from Shanly Street to Dupont Street, and along Hallam Street from Salem Avenue to Ossington Avenue. Established in 1984, the BIA is made up of service-providing businesses (about 40 per cent of area businesses), retail storefronts, health and wellness providers, and restaurants and cafes. The BIA’s streetscaping projects include the installation of eight solar-powered street lights at the intersection of Dovercourt Road and Hallam Street.

Downtown Yonge BIA (map) encompasses several city blocks in the downtown core, and is located along and in the general area of Yonge Street, from Richmond Street in the south to Grosvenor and Alexander Streets in the north. The BIA also extends along College and Carlton Streets from Bay Street to Church Street, and includes stretches of Gerrard Street, Edward Street, Dundas Street and Queen Street, as well as parts of Victoria Street and Bond Street. Established in 2001, the BIA has some of the highest foot traffic in the city, and includes several tourist destinations as well as more than 600 retail stores, 150 bars and restaurants, and eight hotels. The BIA is home to four shopping malls – the Toronto Eaton Centre, Atrium on Bay, 10 Dundas East, and College Park – public spaces such as Yonge-Dundas Square and Bell Trinity Square, and iconic venues like the Canon Theatre, Ed Mirvish Theatre, Elgin and Winter Garden Theatre Centre and Massey Hall.

DuKe Heights BIA (map) covers a large area bounded by Dufferin Street in the east, Keele Street in the west, Steeles Avenue in the north and Sheppard Avenue in the south. The BIA is one of Toronto’s largest employment districts and is home to 2,500 businesses that employ over 31,000 people. The area has a large concentration of manufacturing operations.DUKE Heights BIA is located at the geographic centre of the Greater Toronto Area and is served by transportation routes (Highways 407, 400 and 401) as well as transit (a new subway extension into Vaughan has two stops within the BIA – Downsview Park Station, which connects with the GO line, and Finch West Station).

Emery Village BIA (map) is named for the historic settlement that developed near what is now Finch Avenue West and Weston Road. The Emery Village BIA boundaries are Hwy 400 to the east, Wilson Ave. to the south, Steeles Ave. to the north, and Humber River/Islington to the west, and is served by all the major transportation routes (Highways 400, 401, 407, 409 and 427). The Emery Village BIA was formed in 2003 and is Canada’s largest Business Improvement Area with over 3,000 commercial, industrial, manufacturing and retail establishments employing over 28,000 people. It is also one of the City of Toronto’s largest designated Employment Zones. The BIA’s mandate is to initiate and oversee community improvements such as beautifying the streetscape, creating a sense of place and sustainability with inviting and safe environments, instilling a sense of community and civic pride in the neighbourhood, and celebrating the rich cultural history of Emery Village.

Fairbank Village BIA (map) is generally located along Eglinton Avenue West from Dufferin Street to Chamberlain Avenue, and includes the west side of Dufferin Street from Hunter Avenue north to the York Beltline Trail. The BIA is made up of retail stores, service-oriented businesses, restaurants and cafes. The BIA hosts a range of annual family-friendly community events including the Fairbank Summerfest street festival which features food, shopping, rides and live entertainment. The BIA’s mandate is to serve and revitalize the Fairbank Village business community by promoting the area through events, beautification, marketing and business support services.

Financial District BIA (map) generally extends south from Queen Street and/or Richmond Street to below Front Street, and from Simcoe Street in the west to Yonge Street or Victoria Street in the east. The Toronto Financial District BIA is an economic development organization that represents businesses in Canada’s premier financial centre. There are more than 200,000 jobs in the Financial District, an area that includes Union Station, the PATH underground walkway and the country’s most prominent office towers. Gerrard India Bazaar BIA (map) is located along Gerrard Street East from Glenside Avenue to Coxwell Avenue. Established in 1981, the BIA is made up largely of retail stores (almost 60 per cent of businesses in the area) as well as restaurants and food service enterprises. The area is one of the largest main street marketplaces of South Asian goods and services in North America, with shops that sell saris, fabrics and regional delicacies. The BIA is home to the annual Festival of South Asia. Cultural holidays such as Vaisakhi, Eid and Diwali are also celebrated in the area.

Greektown on the Danforth BIA (map) is located along Danforth Avenue from Hampton Avenue to Dewhurst Boulevard just east of Jones Avenue, and includes a short stretch of Pape Avenue. Established in 1981, the BIA is made up of restaurants and cafes – more than 85 food establishments can be found in this area – as well as retail stores and boutiques, health and wellness providers, and a range of service-oriented businesses.The BIA organizes and runs the annual Taste of the Danforth Festival, which features food from dozens of local restaurants along with live entertainment. The event draws more than one million visitors to the area every August.

Hillcrest Village BIA (map) extends along St. Clair Avenue West from Christie Street to Winona Drive. The BIA includes retail stores, restaurants and cafes, and service-providing businesses. The area is the site of the annual Salsa on St Clair festival, one of the largest Latino-themed cultural celebrations in Canada featuring music, dancing and food.

Businesses in the area first organized in 1948 to create the New Toronto Business Men’s Association. - The Lawrence Ingram Keele (LIKE) BIA (map) represents over 300 commercial tenants and commercial property owners generally bounded by Lawrence Avenue West to the north, Keele Street to the west, Strathnairn Avenue/Woodborough Avenue to the south and the rail track to the east. The LIKE BIA strives to create and sustain an enabling local economic development environment through the creation and maintenance of a vibrant commercial neighbourhood. This BIA does so by promoting the area as a preferred destination to work and operate a business.As the area continues to evolve and diversify, the BIA is committed to strengthening its sense of community through streetscape and public space improvements that both benefits its residents and community members and, which supports the wide range of local businesses within its jurisdiction.

The Midtown Yonge BIA is located on the Yonge subway line and will be a short walk from the Eglinton Crosstown LRT when the transit project is completed. Roncesvalles Village BIA (map) is located along Roncesvalles Avenue from Queen Street West to Boustead Avenue. Established in BIA in 1985, the BIA is comprised of retail shops, restaurants and delis – with some still reflecting the area’s Polish heritage – as well as cafes, bakeries, pubs, and a range of healthcare and other professional services. The annual Roncesvalles Polish Festival has taken place in the neighbourhood every September since 2005, drawing upwards of 300,000 people who come to enjoy live entertainment, food and family activities.
